Lines, 43, knocked out former world champions John Higgins and Ken Doherty in earlier rounds at the Berlin Tempodrom.
But the world number 58 from Leeds found Hong Kong potter Marco Fu too strong, despite starting their match positively.
Lines built a 3-2 lead but then faltered in the race to the winning target in their best-of-nine-frames tussle, with Fu finishing off a 5-3 win with a break of 80.
World number one Mark Selby saw off Ding Junhui 5-3, with a best break of 91, as he looks to follow up his UK Championship and Masters titles with another major triumph this week.
Judd Trump's conqueror Anthony Hamilton bowed out 5-2 to Ali Carter, and Shaun Murphy edged his tussle with Graeme Dott 5-4.
