Ford announced in October that they would be withdrawing works support from the championship next year, leaving the Norwegian without a drive.
The 2003 champion ran his own team for three years after Suburu, with who he won his title, pulled out of the sport in 2008.
However, the 38-year-old says a similar option is not an option: "I have said I am willing to drive for free, but at this point I will not pay to drive.
"I would have loved to have driven for a few more years but I do realise there will not be a WRC programme for me next year."
The absence of Solberg means there will not be a past champion competing in the 2013 season, with current title holder Sebastien Loeb only driving in a limited number of events.
