The Saddlers recorded their third successive draw and Rovers will wonder how they came away without securing their first away win in 10 matches as the outstanding Ince kept them at bay.
Walsall should have snatched it right at the death, though, when the unmarked Clayton McDonald headed against the bar.
Rovers were the better side and only a desperate tackle by Darryl Westlake prevented Wayne Brown giving the visitors the lead.
Without suspended top scorer Troy Deeney, Walsall were woefully short of penetration in attack and it was not until four minutes after half-time that Matt Richards had their first shot on target.
Pirates skipper Stuart Campbell sent Jo Kuffour through after 69 minutes but the striker failed to take his opportunity and Paul Trollope's side were forced to settle for a point.
