The Quakers were plunged into administration at the end of February by former chairman George Houghton, with manager Dave Penney and the vast majority of his squad moving on at the end of the season.
New boss Colin Todd has brought in a host of new faces ahead of the opening game of the season against Aldershot with the club now under the stewardship of prospective new chairman Raj Singh.
Singh was present at a fans' forum at the Darlington Arena on Monday evening, when it was announced that Football League officials will recommend to their board that the Quakers' league share is returned.
That would mean that the North East outfit could begin the new campaign without suffering a points deduction similar to the one which ended their play-off hopes last term.
Commercial director Christine Balford told the fans' forum: "I am happy to say that the league are recommending that we get our share back.
"As soon as we get that back, we are out of administration. That hasn't happened yet, but we are very, very close."
