And agent Antonio Cardozo claims he has been contacted by clubs in England, France, Italy and Spain.
Nene was linked with Tottenham in the January transfer window and speculation in Spain now suggests Blackburn could be interested.
Cardozo has hinted that Nene favours a move to the Premier League, although the key to securing a deal could be whether or not he is able to qualify as a Spanish citizen.
"Now we are at the last stage of the documentation process and I believe that in time it will be resolved," Cardozo told the Galician press.
"To play in England that is crucial and was the reason for not closing the accord with Tottenham in January.
"I will go to Celta next week to speak with the directors of the club about these offers."
Nene, who is contracted to Celta until 2011, is valued at around ‚é¼5million (£3.4million).
