Lehmann is impressed with the quality of player at Stamford Bridge, but claims they will not be able to match Arsenal and has warned that there could be tough times ahead in West London if moneybags owner Roman Abramovich loses interest.
"Chelsea will win the title at some time or another," the German told Daily Express. "But their team is just a collection of purchases.
"If things don't work out they will simply be exchanged in a year's time.
"This is an artificial situation. Once Mr Abramovich loses interest in the game, everything could evaporate into thin air once again."
Lehmann believes Arsenal have the right blend to enable them to secure Premiership glory once again.
He added: "Sir Alex Ferguson has said that the team that possesses the best defenders and strikers will win the Premiership title. In that case, it will be us.
"Arsene Wenger has not signed many new players, but he has developed a long-term strategy."
