Sevilla ace Reyes and Atletico Madrid striker Torres have been involved in training squads before but this is the first time they have been called into a party for a competitive fixture.
The pair replace dropped duo Deportivo La Coruna's Diego Tristan and new Monaco signing Fernando Morientes.
Spain coach Inaki Saez insists he has no worries over the young duo.
"I wanted to display my faith in the young players. This is their chance to prove themselves," Saez said.
Spain face Portugal in a friendly in Guimaraes at the weekend before resuming their Euro 2004 qualifying campaign against Ukraine in Elche four days later.
