The 35-year-old was released by Bradford City towards the end of last season, after making 140 appearances for The Bantams during six seasons at the club.
He began his career at Manchester United in 1985 and, after spending most of his time in the Old Trafford reserves, moved to Middlesbrough in 1995.
Walsh spent two seasons at The Riverside, making 57 appearances before sealing a move to The Valley in October 1997.
Bradford's recent financial difficulties have been well documented and a number of first-team players were released at the end of last season, after manager Nicky Law expressed a desire to reduce the average age of the squad and the wage bill.
Wigan manager Jewell worked with Walsh during his time in charge at Bradford and is keen to bring someone in as cover for John Filan.
