The former Auxerre ace missed Euro 2004 through suspension and then he suffered a serious leg injury last October while playing for Liverpool against Blackburn.
Cisse has made a swift recovery from the injury and scored two goals in the final Premiership game of the season against Aston Villa.
France are without Thierry Henry as he recovers from an Achilles injury and David Trezeguet is not included in the squad.
