The proposed deal to take Jurgen Locadia to Wolves is off after PSV Eindhoven decided they do not want to sell him, Sky sources understand.
Locadia's medical is believed to have been already underway when PSV head coach Phillip Cocu pulled the plug.
It is understood Sunderland and Brighton were also interested in the 23-year-old but all interested parties have now been left frustrated.
Locadia has been with PSV since October 2011 and has scored 37 league goals in 115 appearances in the Eredivisie.
Memphis Depay and Gini Wijnaldum left PSV in 2015 for the Premier League after inspiring the Dutch team to the title, while Luciano Narsingh (Swansea) and Davy Propper (Brighton) have also moved to the English top flight.
Locadia scored in the 2-0 win over Roda last week and he now has the opportunity to add some more to his tally after it initially appeared that would be his last for the club.
