Onuoha had attracted the interest of several clubs as he is unlikely to figure heavily in the plans of Roberto Mancini at Manchester City this season.
The 24-year-old is nevertheless a quality performer, having demonstrated his ability during a loan spell at Sunderland last term.
The likes of West Brom and Queens Park Rangers were keeping tabs on Onuoha, while Bolton had also been keen as Owen Coyle aimed to make sure he had defensive reinforcements lined up in case Gary Cahill left for Tottenham.
Spurs' move for Cahill is now off, leaving Everton to try and finalise a deal for the versatile Onuoha before Wednesday's 11pm cut-off point.
