The Australian teenager joined Pompey from ECU Joondalup in 2010 and has made rapid progress, making his first-team debut earlier this season.
The 18-year-old winger is now attracting interest from a number of Premier League and Championship clubs, who are ready to test the resolve of financially stricken Pompey.
Williams has 18-months left on his current deal and is very highly-rated by Pompey, but it looks like he could be set a for a move this month.
Sky Sports understands that Fulham and Villa are heading the chase after monitoring his progress in recent months, and they are ready to make firm offers.
Championship side Ipswich have also been linked, after they targeted Williams' Pompey team-mates Joel Ward and Jason Pearce.
Williams is the twin-brother of Burnley's Aryn, and his older brother is Middlesbrough's Rhys.
