Jurgen Klopp will pick Simon Mignolet in goal on Tuesday night but says there is "no doubt" Loris Karius remains his No 1.
Karius has started each of Liverpool's past five games but was criticised by some supporters after Saturday's win against West Brom, who scored a late set-piece goal.
The German retains the backing of his manager and can expect to return at Crystal Palace on Saturday no matter how Mignolet performs against Tottenham, live on Sky Sports 1 HD from 7pm.
"In this moment, we have a No 1 and that is Loris Karius," Klopp said at his pre-match press conference. "That's the situation. I cannot leave them in doubt.
"After the last international break, I spoke to both of them and we made this decision. That's the ranking. Loris No 1, Simon No 2.
"[Mignolet] is a very serious player, a good professional. He's still not happy but you cannot see it in training. He is hard working and improving."
Klopp had "nothing else to say" on reports linking Steven Gerrard with a job at the club and said "I don't care" when asked about Liverpool being mentioned as Premier League title challengers.
The Reds boss did elaborate on his side's form as they aim to make it 10 games without defeat on Tuesday.
"Nothing what we've done so far has been close to 100 per cent," he said. "There are a lot of things for us to do better. If there weren't things to improve we could go on holiday all week and then just meet on Saturdays."
Klopp is planning "a few changes" to his side against Spurs but insists he is serious about winning the EFL Cup following last season's defeat in the final.
"It's an interesting tournament, a big cup, that's why we want to win it," he said. "I didn't know anything about the final before. When I was there, it's a real final, a real experience."
