Kevin De Bruyne and Eden Hazard are the only two Premier League players in the 2017 UEFA Team of the Year with Harry Kane and Neymar missing out.
A record 8.8m votes were cast to decide the XI, with users deciding on their preferred formation from a shortlist of 50 players chosen by the UEFA.com editorial team.
But there was no place for Tottenham's Kane, who was Europe's top scorer for club and country in 2017 with 56 goals, or PSG's Neymar, the world's most expensive player at £200m.
Manchester City's De Bruyne and Chelsea's Hazard are the first Premier League players in the team since 2014 when Angel Di Maria was included while playing for Manchester United.
It is the pair's debut appearance in the line-up and they are the first Belgians to be voted into the Team of the Year while De Bruyne is the first City player to have made the XI.
La Liga has the most representatives with six players selected - five from European champions Real Madrid - including a record 12th appearance for Cristiano Ronaldo - and Lionel Messi from Barcelona.
Real Madrid defender Sergio Ramos received the most votes with 588k and is joined in the team by fellow Real team-mates Marcelo, Toni Kroos and Luka Modric.
At 39-years-old, Juventus goalkeeper Gianluigi Buffon extends his record as the oldest player to make the team while the only other Serie A player included is team-mate Giorgio Chiellini.
Ligue 1's sole representative is PSG's Dani Alves, who returns to the team having received 341,000 votes.
Other notable nominees who missed out on selection include David de Gea, Paul Pogba and Robert Lewandowski.
