The 25-year-old defensive midfielder was one of a host of Paraguayans to catch the eye during the World Cup finals.
Caceres played all of Paraguay's games in South Africa, aside from missing the Japan clash due to suspension.
Now the interest in the Libertad star is growing and it is understood he has admirers from Germany, Spain, France, Belgium and Portugal, as well as England.
"It is fair to say that a number of clubs are looking at Victor, he had a fantastic World Cup," agent Barry McIntosh told
skysports.com.
"We always believed Victor would impress in South Africa, and he did not disappoint.
"The interest he is getting is from throughout Europe and a deal is not far away, I would say he is 80 per cent likely to be going to England."
Caceres has spent his entire career playing in his homeland for Libertad and he has over 30 caps for Paraguay.
