Andy Lindegaard handed the home side a dream start when he netted from close range after just two minutes.
Luton responded though, and created several chances; going agonisingly close when Darren Currie saw his effort come back off the bar.
Cheltenham began the second half well, and Stephen Gillespie was denied a brilliant solo goal after he was thwarted by the legs of keeper Dean Brill.
Kevin Blackwell's men continued to go close, and a Chris Coyne went just inches wide of Shane Higgs' goal.
However, despite numerous corners and half-chances Luton failed to net the elusive equaliser, and remain 23rd.
