Goalkeeper Ince dived to keep out Jeff Hughes' 82nd-minute penalty after a trip by Jamie Vincent on Jo Kuffour and then got up to beat away the follow-up effort from Paul Heffernan.
It was a bad night for Hughes, who gifted possession to Alex Nicholls in the build-up to Walsall's 32nd-minute winner, fired home by Richard Taundry after Nicholls' shot was blocked.
It is only one win in eight games now for Rovers, who started well but fell apart after Taundry's goal.
Home fans yelled their displeasure at boss Paul Trollope for whom Heffernan's bright debut on loan from Doncaster was the only plus point.
Both goalkeepers made good saves in the first half, Ince from a third-minute deflected shot by Wayne Brown and Mikkel Andersen from a 20-yard drive by Dwayne Mattis.
